Attaching enclosures to concrete?

We deal with a large amount of concrete stepping stones for memorial services.

We've tried several different ways to attatch the enclosure cards -- tape, glue, ribbons...but nothing ever seems to stick great.

Any fabulous suggestions? :)

I make a bow and attach it with Floratac Fixing Strip and then pin the card to the tail of the bow. Find the place you want to attach the bow and rub good with a DRY cloth to remove any dusty cement, stick the a small piece of floratac to the spot and press your bow onto it. I have tested this and it seems to hold. Sometimes if I also glue flowers into the bow and it is heavier, I do the same thing but then take another long piece of ribbon through a few bow loops and go all the way around the piece and tie off.
 
I sometimes set my on easels and tie the card with a ribbon that. I agree has to be a better way to put the card on the stone.
Sorry never heard of Floratac Fixing Strip where do you get it at?
 
I use Cling on the back side of the stone. I make a small #9 bow with 5 streamers. Two of those streamers get stapled together and looped over the corner. The Stickum gets stuck on that loop.

For added security, I add a bit under the bow as well.
