Does FTD have a contract with government employees?

I received an order today from ftd.com and the card was signed from the office of my governor. Do you think the employees of that office just got together and sent their friend an arrangement from ftd.com or does ftd.com have an arrangement with them like they do with AMEX?
 
Many large governments have agreements (none signed) and use .com. They like the one stop shopping for the orders. When I get one of those, I fire off letter and let them know that they used a .com or og (like in house bill SA3718) and that when they expense that item, they payed about $12 - $15 more for the same service that a "local' florists, costing taxpayers more money. I also include in the letter that I will open an account (whipy do) and take care of their orders in my area when needed. I've gotten several large corps and the FEMA branch of Florida this year alone with letters this year alone by reading the cards. That's where all the hidden money is. I'm just say'in.......
