If I want to buy on E-Bay and need to get a Pay-Pal account do you just use and exisiting credit card number and sign up at Pay-Pal?

Yes...PayPal will accept live CC payments and then deposit the money in the sellers account, or you can sign up, assign a bank account to your paypal account, wait a couple of days to "activate" it, then use paypal as an "e-check" option for instant payment direct from checking.
