Landing Pages for Neighboring Towns- Inbound & Outbound Links

I have a question for some that are way smarting than me in SEO. The question is, on a landing page for "Florist in Neighboring Town, TX", does an outgoing link from that town's name (in the content) to the Wiki of that town, has any/much Google Algorithm importance? In some cases, I belong to that neighboring town Chamber of Commerce, so I will have an outbound like to them (as I have asked for an incoming link to the particular landing page URL).....but in the towns I do not have a membership, just wondering if I get any Google "credit" by linking to that town's Wiki page.

This post is some 3 years old, just wondering if it is still important, or has gotten less important during all of the Google revisions. http://www.seomoz.org/blog/the-role-of-outbound-links.

Having a few relevant outbound links that build credibility - BBB, Chamber, etc. - won't hurt your SEO, and they will boost consumer confidence which leads to more conversions.

Having said that, I'll also caution against going crazy: don't post a couple hundred outbound links, it's not useful :)
