If you want to rank well in Google, doesn't it make sense to ask someone who works for Google, someone who has insider knowledge of how things work at Google?
Matt Cutts is that person. He is a Google engineer, think of him as the SEO face of Google. He knows what Google wants, and comes out on the Internet to tell it like it is.
Go to the places online where Matt Cutts can be found, and read everything, watch every video and make notes.
Here are a couple of places I go:
1. Youtube...If you search for Matt Cutts, you'll find a lot of videos of him, offering free advice on better rankings.
2. Matt Cutts Blog... www.mattcutts.com/blog
Here Matt discusses a lot of things, not all related to the search engine. There is a category called "Google/SEO" on the right though, and clicking that will show you all the posts in that section.
Finally, you can search Google for "Matt Cutts" to find a lot more. If you want advice on a particular issue i.e. introduction to SEO, why not search Google for... "matt cutts" + introduction to SEO
