paper cone shaped bout holder

Heather it looks like a pew marker. I see ribbon going up from the back.

We have made bouts like this. We use galax leaves rolled up. Can 'fill' with most any flower.
 
By the name of the photo - I would agree with you, a pew bouquet / marker. But since it is such a small flower (LOV), to me it is the size of a bout - which is what they want us to make it as anyway. We were just going to get a heavy stock paper, cut and glue it cone shaped, glue the bows to it, and then use flower adhesive to glue it into the paper. We were going to do a test with a cheaper flower, to make sure all the glue holds after refrigeration. Just thought I'd get some advise here 1st.
 
We use old folders tear them in half roll into a cone, tape, use hot glue to make water proof on the inside, using a paper punch make two holes at top to insert ribbons to hang if you wish ,then cover with poms or lemon leaf or whatever.You can make in advance they are a bit time consuming.
 
We did them a few weeks ago with large leaf fresh ivy. No bows though.
I would think the paper would work, but gluing fresh product & cooling may cause the paper to uncurl or glue to show through.... and pinning? Or magnets? Or that new bout pin that's fashioned like a tie-tack? Another thing to consider.

Did a boutonierre similar to this at Demo/workshop on Sunday we rolled 8cm x 8cm rolled it used cold glue cut of pointed top put doube sided tape on cone covered it with decorative wire made a collar from finer crinkle wire again cold glued it into cone made buttonhole up as normal put pearl headed pin into bottom of cone then some cold glue into cone pushed wired flowers into decorative wire then clued a corsage pin on back end result was nice but is time consuming will try to up load a pic
