I was talking to someone at teleflora this morning and got clarification on people who skim some moeny befor ethey sent a order through to you. Here is the policy as I understood it.
THis is telelfora role if you are a member of the group.
Store A advertise on a web site for a example 1 dox rose arr for $89.95 include delivery. If they advertise that there is no charge to send the order the florist should send you exactly $89.95 and not $79.95 or even $69.95 and keep money for the service charge of accepting the order.
Now if the web site advertise the same thing with a service fee of $9.95, they keep the $9.95 and transfer the balance to you.
If you catch anyone skimming off the price they send you, report them to teleflora right away. Give them the shop name, telelfora number and website address. They will verify the information and they will do a test order from that web site. If the orders gets transfered with a lower price they will be warned by telelfora NOT TO DO IT AGAIN. They will get tested again and if they are caught again, TELEFLORA will CANCEL THEIR MEMBERSHIP.
It is my opinion that people who skim money off the top is stealing from the public and makes us look like we are all crooks.
So before you complain to telelfora you must make sure of the following.
1. They are a telelfora member.
2. THe price they sent you is smaller than the price they advertise.
3. Their web site does show the public that the total price include delivery. Service charge should be shown seperately to the consumer.
IT is at that time you should complain so they can work at it.

They specifically say and I quote:
NO extra delivery or service charges!
Now they found a loophole is the word saying. EXTRA is added, which mean they are indirectly already charging the consumer a delivery charge and service fee.
I believe there should be a law frm the ministry of consumer and affairs that should make it madantory to show exactly how much you are charging the florist.
SLowly we will get rid of some of these people who they say are so called florist. I say differently...
