im abit confused about the rep thing? I know how to rep someone, but how do the points bulid up and if youve been bad repped, where does that show?

sorry if i have posted this in the wrong place but i cant find anywhere to ask. When i went into my cp user and looked at the reputation, i have a number of green dots, which is great but i have one black dot with no comment. can you please tell me if this person did not like my post or was this a mistake as I thought bad rep was red? thanks

That means the user who wanted to leave a rep didn't have any rep power yet. Probably a new member.
