I think we should encourage CONSUMERS to start a class action suit....they're all getting charged Provincial Sales Tax on DELIVERIES (when they place an order through TF or FTD websites) which should be charged GST only. Come to think of it...are FLORISTS also paying PST on deliveries since the total (product and delivery) is all lumped together? Hmmm....

BTW: We put the PST on delivery the customer was charged back into the flowers.

That's another interesting topic of discussion for our campaign against the OG's and false marketeers. Do you have a screenshot of that? I'll add it to the list and send to our new friends in high places!

Forgive me if I missed something, but on what basis do you claim customers are paying PST on delivery?

I've configured Daisy, MAS and Mercury systems across the country, and they respect the appropriate tax rates & rules. Generally speaking, PST is only charged on delivery:
1) If the province charges PST on delivery
2) On orders delivered within the same province

There is no PST charged on orders being delivered out of province.

Where is becomes a little more tricky is with GST - the service fee stays with the florist, so is charged at the rate of their province, whereas the product & delivery fee are charged GST at the rate of the destination province.

The POS systems know how to handle this. The only way an order should have an improper PST amount is if the florist isn't recording the sale properly.

Ryan, there should be NO PST (Provincial Sales Tax) charged on delivery anywhere in Canada, ONLY GST (Goods & Services Tax which is 5% everywhere in Canada except the some of the maritime provinces as they have a combined provincial and GST tax called Harmonized Sales Tax or HST).

I'll give an example for an order coming from an over the phone or in-store customer (remember I'm located in BC which has both PST and GST):

Say the total amount is $50 and our delivery is $9.
$41 for product should get charged both PST and GST; and $9 for delivery GST only.

Our TF website: The total amount, including delivery, is charged both PST and GST (but we ALWAYS break it apart properly in our POS - I don't know how many other florists actually do this). I've talked to TF about this and they said it has been brought to their attention but that was like two years ago and they still haven't changed it.

Now with Wire Orders I honestly don't know what happens to PST because, for instance, we charge taxes to our customers this way for wire-outs:

In BC - both PST and GST (yes I break it apart: product and delivery so the customer is not paying more than they should be)
In Canada or to US - just GST
Maritimes - HST
Outside of Canada - no tax

What I don't get is who is paying the provincial tax say to an order we send to Saskatchewan?

I believe what you tell me about TF tech. A few years ago I was their consultant for how taxes operated in Canada. Tech support routed taxes related questions to me, and I worked to train their support staff.

You are correct in your approach for BC, but not for florists in the rest of Canada. Most provinces that have PST do charge PST on delivery.

Any yes, anyone with a properly configured POS system will be billing the correct totals automatically.

This is news to me... Which provinces charge PST on delivery? Delivery is a service, not a product, and that's my understanding why it is not PST eligible - it's not a product.

I'm really wondering about this whole provincial tax thing on wire orders. I don't collect PST when my customer is sending to another province that has PST (we do add on an % because Quebec takes off their own whatever it's called off the top and we do calculate the HST for the maritimes). So does this mean no one is collecting/paying PST on product that is delivered in a province that has PST?

For example (hopefully someone from another province, not BC, will answer this): Do you charge/collect PST on a Wire Order through FTD or TF being sent to BC?
 
Ontario, Quebec, the HST provinces, & PEI (IIRC - PEI is the only province where I haven't worked with a florist). I also would have to check my notes regarding Sask., but it's probably faster to just ask here: Any FC memers from SK care to fill us in? Is there PST on delivery in your province?

For the provinces that do charge PST on delivery, it's only on delivery within the province. Orders that cross provincial lines never have PST, with the exception of Quebec where the QST is deducted from the amount sent.
