You cannot forward with Dove, only refuse with a suggested filling shop.

The sending shop has an option to automatically resend rejected orders to the filling shop.

The button you use to forward or refuse an order on the teleflora dove system is labeled ' Forward/Refuse ' if you do not put in a sugested florist id then it asks you if you want to FORWARD THIS ORDER .
